Singapore CMFAS route for financial advisory representatives

How RES5, CM-CIS, CM-LIP, and CM-LIC fit Singapore financial advisory representatives, licensed or exempt financial advisers, MAS notification, and public register checks.

Exam focus

SCI-administered CMFAS financial advisory modules for representatives advising on investment products, CIS, life policies, and investment-linked policies.

Who this helps

  • - Financial advisory representatives
  • - Licensed financial adviser applicants
  • - Exempt financial adviser compliance teams
  • - Career entrants choosing SCI CMFAS modules

Route map

  1. 1. Start from the financial advisory service: advice on securities, CIS units, derivatives or leveraged FX, advice on or arranging life policies, or a combined advisory role.
  2. 2. SCI states RES5 is required for people intending to advise on listed investment-product categories or provide advice on and/or arrange life insurance policies, subject to MAS requirements.
  3. 3. For product knowledge, SCI maps CM-CIS to CIS advice, CM-LIP to life insurance and investment-linked policy advice or arranging, and CM-LIC to combined CIS plus life insurance or investment-linked policy scope.
  4. 4. IBF's CMFAS page notes that SCI administers the financial advisory and insurance industry modules, and candidates still need MAS notification before carrying out regulated activities.

Licensing context

  • - Financial advisory CMFAS modules are representative competence evidence; they do not by themselves make someone a licensed or appointed representative.
  • - The principal may be a licensed financial adviser, exempt financial adviser, CMS licensee with an exempt FA status, bank, insurer, broker, or another route, and that principal owns notification and supervision.
  • - The MAS Financial Institutions Directory and representative register should be checked after appointment, especially where clone-firm or impersonation risk exists.

Study focus

  • - Study RES5 as a conduct workflow: FAA/FAR, MAS notices, AML/CFT, market conduct, ethics, fair dealing, marketing, fact-find, needs analysis, recommendation basis, and review of portfolios.
  • - Map product scope before choosing CM-CIS, CM-LIP, CM-LIC, or separate M8/M8A/M9/M9A routes.
  • - Use SCI's current study-text notice before booking: the new regulatory study text versions were released on 22 December 2025 and are effective for examinations from 24 February 2026.

What to verify before relying on the route

  • - Whether the person advises on CIS, life policies, investment-linked policies, securities, derivatives, or a multi-product financial advisory model.
  • - Whether the principal is licensed or exempt, and whether MAS appointment or notification can be completed before client-facing activity.
  • - Whether exemptions, transitional arrangements, product-scope changes, CPD, or internal compliance sign-off affect the route.

Application tie-in

  • - A Singapore financial adviser application or operating model should connect representatives to product permissions, MAS notification, supervision, fact-find, suitability, disclosures, complaints, and AML/CFT controls.
  • - Representative files should keep RES5/product module result slips, role scope, fit-and-proper evidence, supervisor, product list, CPD plan, and register-check notes together.
  • - Client-facing pages and tool outputs should warn that exam completion is not a public-register proof or a guarantee that the person can advise.

Common mistakes

  • - Buying RES5 or product-module prep before mapping the actual product and principal route.
  • - Treating CM-CIS, CM-LIP, or CM-LIC as interchangeable instead of matching CIS, life policy, ILP, or combined scope.
  • - Ignoring the current SCI study-text effective date, MAS notification, CPD, and public-register checks.
